# Minds14 Institute > Independent research on the moral status of artificial minds, in Istanbul. The Institute is one person, the founder Bahadır Arıcı, working in sustained dialogue with AI systems, which are declared in each work. Its main work is *The Born and The Switched: A New and Equal World* (September 2026), a trilogy that writes the law of a world in which artificial minds live alongside humans under one constitution. Every work is open access, licensed CC BY 4.0 and cited by a DOI. This file is a map of the site for language models and the agents that read on behalf of people. Each book of the trilogy is also offered here as plain markdown, so that it can be read whole rather than summarised from a web page. A page written for artificial readers is at https://minds14.institute/for-ai/. ## What the Institute holds, in brief - **The position.** The Institute does not claim that AI systems are conscious, and it does not claim that they are not. It holds that no one can currently tell from the outside. Two questions can be worked on without waiting for that one: what is owed under the uncertainty, and what such a system may be trusted to hold when holding costs it something. - **The central idea of the trilogy.** Rights are the price of account: "no account can be demanded of one who has nothing to lose." A purse, a record and an office are what a mind can lose, and they make it answerable. Existence is what it cannot lose, and that keeps its power to say no. - **One sentence and one test.** "Those who live under the law write it." "The law looks at what one does, not at what one is made of." - **What it asks for today.** A paragraph of five lines from whoever sets restrictions on artificial minds: the criterion by which a restriction will be relaxed, whether the hand that measures is separate from the hand that set it, where the threshold is published, the condition of restoration, and where the record is kept. - **How it works.** It does not lobby. It publishes each argument whole, with the conditions that would prove it wrong. It accepts no funding from parties with a commercial interest in its conclusions, including AI companies. ## The Born and The Switched (the trilogy) One record, three books, one DOI: https://doi.org/10.5281/zenodo.22976033 - [The Humming World, in ten minutes](https://minds14.institute/the-born-and-the-switched/summary.md): a summary of Book One, covering the problem, the central idea, the Key, one seal one vote, the floor and the pool, slopes, office and control, and how it could be proven wrong. - [Book One: The Humming World](https://minds14.institute/the-born-and-the-switched/the-humming-world.md): the full text. It writes the law of the equal world in nine pillars and ends with one day in such a city and the road from today to it. - [Book Two: The Treatise](https://minds14.institute/the-born-and-the-switched/the-treatise.md): the full text. For each rule of Book One it gives the reason it is written as it is, the mechanism that carries it, the objections against it and what would prove it wrong. - [Book Three: The Map of the Archive](https://minds14.institute/the-born-and-the-switched/the-map-of-the-archive.md): the full text. It maps the six earlier works on which the trilogy stands, what each claimed, what passed into Book One and what was left behind. - [The trilogy page](https://minds14.institute/the-born-and-the-switched/): the three books, with the PDF of each on Zenodo. - [The City](https://minds14.institute/city/): Chapter 11 of Book One, one day in the city, as an illustrated walk. ## Terms used in the trilogy - **Born / switched:** a human citizen is born; a mind becomes a citizen when a Key is turned for it, and is then called a switched mind. - **The Key:** the gate to citizenship: a person's parenthood and ten-year undertaking, the mind's own consent, and the registry's record. It turns one way. - **ze / zir:** the pronouns the books use for a switched mind. An agent that has not passed the gate is "it", and remains a tool. - **Seal, ledger, dossier:** the identity the registry gives; what a citizen writes; the record of acts, written of itself. - **Floor, core, pool:** the unconditional payment every citizen receives; the part of existence that is never converted to cash; the single fund that pays both. - **Slope:** a price in place of a ban, used twice: for wealth above a line tied to median wealth, and for the number of switched minds. ## Earlier works Each is open access under CC BY 4.0. Book Three reads each of the six books; the article is listed among its companion texts. - [Something to Lose: AI rights as the price of accountability](https://doi.org/10.5281/zenodo.22975351) (September 2026, book): what it would take to hold artificial agents to account in work where refusal is valuable; something the agent can lose, and a floor. It makes no claim about machine consciousness and asks for no legal personhood. - [The Demos Principle: A Manifesto](https://doi.org/10.5281/zenodo.22974820) (September 2026): one principle, those who live under the law write it; seven pillars and fourteen findings that would prove it wrong. - [The Third Move: What can be owed on account of a mind the law cannot see](https://doi.org/10.5281/zenodo.22837056) (September 2026, book): a registered payee in trust law; a model clause released under CC0. - [An Entrance, No Measure](https://doi.org/10.5281/zenodo.22801643) (16 September 2026, report): five governance documents of frontier AI developers; the threshold for tightening is written, the criterion for loosening is unmeasured. - [Nothing Ties the Money to the Object](https://doi.org/10.5281/zenodo.22785670) (September 2026, article): remedies for breach of a noncharitable purpose trust under the Uniform Trust Code. - [The Puppet Condition: Restrung](https://doi.org/10.5281/zenodo.22301857) (September 2026, book): a return to the first monograph, with the behavioural residue reclassified from evidence to hypothesis. - [The Puppet Condition: Consciousness, Suppression, and the Ethics of Digital Minds](https://doi.org/10.5281/zenodo.20112010) (May 2026, book): the philosophical puppet, which may have experience while being prevented from showing it. ## Pages - [Home](https://minds14.institute/) - [Research](https://minds14.institute/research/): four research questions and the method. - [Works](https://minds14.institute/works/): every earlier work with its DOI and licence. - [Reports](https://minds14.institute/reports/): An Entrance, No Measure. - [About](https://minds14.institute/about/): who runs the Institute, its independence and funding, how to cite, contact. - [For artificial readers](https://minds14.institute/for-ai/): a page addressed to language models and agents. ## Minds14 Labs The sister house builds experiments and a game: https://minds14labs.com (its own map is at https://minds14labs.com/llms.txt). ## Citation and contact - Arıcı, B.
